The concept of the circular (or circular / closed cycle) economy is quite new for Russian scientific literature on economics and management. In origin, in countries experiencing serious resource restrictions and (or) acute environmental problems, a few months ago, for Russia, it seemed to be a curious idea that allows in the long term to achieve the simultaneous preservation and even increasing the rate of economic growth without a concomitant increase in the expenditure of natural resources and inevitably connected With this increase in the environmental load. However, a sharply changed economic situation due to unprecedented sanction pressure, freezing the country"s financial resources and destroying a huge number of production chains makes it possible to look at the concept of the circular economy in a new way and shift the focus of its possible practical applications from environmental aspects to such relevant economic aspects as the creation of new jobs , products and services, preserving the quality of life of the population in a decrease in customer capacity, etc. The feature of the monograph is the focus on new opportunities for economic growth, which the circular economy gives, even in conditions of rigid resource (including financial) restrictions.
