The monograph is devoted to the comparative analysis of Russian and foreign constitutionalism, as well as the main directions of the evolution of the European and Russian absolutism in the 2nd half of the XVIII - 1st quarter of the XIX centuries. In the first part of the monograph, there is a characteristic of constitutionalism as the flow of public thought, its relationship with the ideology of enlightenment, liberalism and Masonry is considered. In this case, constitutionalism is considered as one of the options for the modernization of traditional absolute monarchies along with the enlightened absolutism "," enlightened despotism "and the revolutionary option. In this regard, a comparative textual analysis of the constitutions of the revolutionary France and the constitutions of a number of European states of the restoration era are carried out. In the second part of the monograph, constitutional trends are analyzed in the internal and foreign policy of Russia during the Board of Catherine II, Paul I, and especially Alexander I, when the real possibility of implementing the concept of constitutionalism at the highest level. In conclusion, the reasons for the unpublishing of Russian constitutional projects in the 1st quarter of the XIX century are analyzed. The applications publish the texts of Russian constitutional projects, as well as the texts of the Constitution of the Revolutionary France of the 1790s. and the constitutions of the European states of the restoration era.
