The most relevant theoretical and practical issues of regulation of rental relations between the state and the user subsoil in oil production are considered. The focus is paid to the issue of removal of rental income by the state. An analysis of the regulatory and proposals for the efficiency of mining and tax on the extraction of hydrocarbons was analyzed. The author is a participant in many works to improve tax legislation. The causes of the current situation are analyzed, solutions are proposed.
