In the twelfth volume of the scientific-academic publication of documents of the Holy Council of the Orthodox Russian Church 1917-1918. The protocols of the department on diocesan management, as well as the final documents and additional materials that were used in the work of the department, are included. The documents of the department reflect the discussions about the ruling and vicar bishops, the diocesan meeting and the diocesan council, and the canonical and historical justifications of various church administration models are given. The book is equipped with an introductory article, comments, a reference apparatus, a named index, notes and color gluing with photocopies of the most characteristic documents. Most of the texts are published for the first time.
