The word "regal" means just a "camp". But not the Gulag, not the Hitler"s concentration camp. It is a transshipment point, a place where people who fled from totalitarian communist regimes were forced to be preparing for a new life. There is little in a wide reader about these institutions created in the West primarily to cut off crime and spies.
