Currently, Russia is more and more actively involved in the processes of globalization of education. An example of this is the participation of the Russian Federation in the Bologna process. The private political process, aimed at strengthening the training and mobility of qualified personnel, the uniformity of the distribution of human resources in the countries of the European Union, has become the basis for reforming the national system of higher professional education in Russia. How are the principles of the Bologna agreement acceptable for the national interests of the Russian Federation? What socio-economic conditions make it possible and necessary to modernize higher education? How does the academic community relate to the reorganization of the educational process in universities? Actual issues of education development have become the subject of this study. The work was written on the basis of the results of the author’s research with the involvement of all -Russian polls, the analytical reports of the NFPK, the leading universities in Russia, and the profile periodicals.
