The book is the detailed recommendations of Oswald Spengler to restore the German state who suffered a defeat in the First World War - proposals to overcome the currency crisis, the upbringing of German officials and the improvement of the tax system. One of the central ideas is the plan for creating a single exam on the certificate of maturity, which the state should be carried out regardless of schools. In the draft reform, Spengler relies on the traditional values of German culture - debt, order and justice, opposing their ideals of Western civilization - freedom, equality and fraternity
