The book sets out new ideas about the unprecedented rotational stability of pulsars - magnetized rapidly rotating neutron stars, galactic radio sources of periodic radiation. The method of pulsar-era-time interval intervals with nanosecond accuracy and instability of less than 10 ~ 18-10 ~ 19 according to the observed rotation parameters in spatial coordinate systems within 40 years of observation of pulsars is discussed in detail. The promising directions of precision scales of pulsary time in relation to the tasks of synchronization of atomic scales, determining the vector of navigation states of the spacecraft, the synthesis of uniform scales of universal (universal) time according to the measured parameters of the Earth’s rotation.
