The public bank law is the first textbook on the issues of financial and legal regulation of banking. The textbook substantiates the division of banking law into public and private, disclosed issues of functioning of the banking system as a whole, where the regulation of the activities of public institutions, their tasks and functions, forms and methods of carrying out these functions are of paramount importance. Particular attention is paid to the functioning of the Bank of Russia, the deposit insurance system, legal regulation of monetary policy, banking supervision. Within the framework of the proposed course, the topics are stated, previously either not presented at all, or presented not enough at the framework of the training courses on the right. This refers to such topics as" legal regulation of bank risks", "risk-oriented bank supervision", "banking supervision of internal control in credit institutions"," legal regulation
National payment system ". For the first time within the framework of the textbook, issues of organizing the protection of the rights of consumer rights of banking services are set out. Special attention is paid to the prevention of bankruptcy of credit institutions, which are devoted to a separate chapter. The textbook contains control questions and tasks on all topics to consolidate the theory and practice of public banking law.
