The global crisis of the end of the first decade of the XXI century. He led to socio-economic changes, the radicality of which we will comprehend long enough. But today it is obvious that both leading systems of the functioning of the Western World Market Institutions - the US system based on the ideology of free market competition, and a socially oriented system of Europe - could not propose adequate measures to counter crisis phenomena in the initial phase. Nevertheless, the states with more powerful levers of the impact on the economy, in the context of the crisis, were, in fact, the only effective barrier that prevented the Financial and Economic Collapse. Among these countries - with some reservations - there was Russia. The preservation of a significant degree of control over the state in Russia (including the property) over many areas of the farm attaches special relevance to the study of privatization processes in the new conditions, when issues of sustainability and quality of economic growth have entered the fore. In turn, the financial and economic crisis of 2008-2009. With the inevitability raised the question of a set of regulatory measures taken to mitigate its consequences, as well as on the development of the format of interaction between private business and the state that promotes the modernization of the Russian economy.
