Every theory is a description, a generalization of the properties of a group of experiments. If at least one of the experiments does not fit the description, then the theory is incorrect.
It was conceived to carry out a vector analysis of the compatibility of the main equations of the group, called Maxwell's equations. The main conclusions of this comparison have been published several times in publications of the so-called International Conferences. The author concludes that the main equations of electrodynamics are not the equations of the electric and magnetic fields, but the equations of the electric and magnetic potentials.
