In the training manual, the authors of which are members of the Department of the State and Municipal Administration of the Financial University under the Government of the Russian Federation, the emphasis is on the study of primary sources that reveal the characteristics of the state and municipal administration of Russia at different stages of state development, which helps to more deeply understand the issues of the theory of public administration and the theory of public administration and local self -government.
