Konstantin Petrovich Pobedonostsev is one of the most influential officials in Russian history. The mentor of the two kings and the author of many the highest manifestos of a quarter of a century determined church policy and persecuted the restaurant, authoritatively spoke about the methods of education and methods of warfare, gave recommendations to maintain the ruble and composition of art works. Having occupied high posts, he hated a bureaucratic system. Pobedonostsev had a gloomy reputation as a strangler of freedom, while a stream of appeals of not only like -minded people, but also opponents convinced of his disinterestedness and impartiality came to him. Like medieval preachers, he was ready to sacrifice himself in the name of the triumph of his ideas. He developed church schools, spent large amounts on charity, gained fame as a legal scientist, actively played in the press, was closely familiar with many outstanding scientists, writers and artists.
