In the book offered to readers, for the first time in international practice at a systemic level, a fairly wide range of issues related to the planning and optimization of radio monitoring networks in the frequency band from HF to UHF is considered.
It is shown that for the efficiency of the radio monitoring network, its planning and optimization must be based on the calculation of coverage zones by the function of remote location determination. Special attention is given to the location determination system, based on the traditional angle measurement procedure of triangulation (AOA system), but some aspects of the time-difference-of-arrival method for determining the coordinates of the sought-after source of emission by measuring the time difference of radio signals arrival from this source at several radio monitoring stations (TDOA system) are also considered. The proposed methodology for planning and optimizing radio monitoring networks, based on the developed analytical procedure for calculating the uncertainty of remote location determination caused by instrumental errors of direction finding of radio monitoring stations involved in the triangulation process, and the software implementing this methodology in HF and VHF/UHF frequency ranges, is described in detail.
Documentation of the Radiocommunication Sector of the International Telecommunication Union (ITU-R), in which the proposed methodology and software are reflected, is indicated. The results of the practical use of these procedures within the framework of a number of technical assistance projects to developing countries by the ITU Development Sector (ITU-D), as well as by several Western European consulting companies, are presented. Some economic aspects of the problem of planning and optimizing radio monitoring networks are also considered.
Appendix 2 of this book describes how the interested reader can access its main text, presented in English. The book is addressed to specialists in the field of radio monitoring, engineering and technical personnel, and heads of radio monitoring services, and, primarily, to developers of global, regional, and local radio monitoring networks, as well as to students and postgraduate students of radio engineering specialties.
