The monograph considers the need to develop a unified philosophical (methodological) theory for technical and technological sciences - the theory of creation, ensuring the pre -design elimination of technogenic negative consequences. This theory is based on the principle of primary education - knowledge is opposed to the results and methodology of their obtaining the theory of knowledge, but is harmoniously combined with the latter both in the mind and in the general methodology of human activity. For the first time, other, different from the theory of knowledge, ontological prerequisites and justifications based on the analysis of the poorly research phase of motion - collision were considered. The universal bases of the systemogenesis are proposed that allow us to “slide” by the levels of the hierarchical organization of the whole world, thereby creating the possibilities to uniformly describe all structures of natural and developed systems. The general and complete methodology (structure) of any creative and cognitive activity of a person is clearly represented and described, its patterns in theoretical and practical spheres are revealed.
