P.A. Valuev (1815-1890) is a major statesman who occupied in the Russian government the times of the reign of Alexander II first the post of Minister of the Interior, then Minister of State Property and Chairman of the Committee of Ministers, headed Zemstvo and censorship reforms. However, trying to conduct in state policy its principles of gradual transformations, Valuev could not find like-minded people. When attacked and left and right, all their thoughts trusted only paper.
Beautifully educated, Valuev owned a light pen and literary syllable. He wrote about the economy, finance, politics, education, religion, composed novels and all his life was led by detailed diary records, on which this historical narration is based
