The theories of personnel management in an organization are considered: classical theories, theories of human relations, theories of human resources. The modern concept of personnel management in organizations is presented and justified. The essence of the philosophy of personnel management and its features are described using examples from organizations in Japan, Great Britain, the USA, and Russia. The principles and methods of personnel management in Russian organizations are examined in detail, as well as the organization's goal system and the goal tree of the personnel management system. The formation of functional subsystems of the personnel management system based on the goal tree and the formation of the organizational structure of the personnel management system based on functional subsystems are demonstrated. The most important documents regulating the activities of the personnel management department and personnel of the organization are provided.
