The monograph presents an analysis of the formation of the Soviet pension provision system, which took place from October 1917 to 1928. At this time, the key directions of the social policy of the Soviet state are determined, the mechanism of legal regulation of pension provision, organizational and legal forms of exercise of pension rights and obligations are built. acquire a finished look. On the example of Soviet Russia, the main laws for the development of the retirement security system are revealed in the work, which are also characteristic of our time: differentiation of social support measures for the degree of significance of the subject’s professional activity for the state, direct interconnection between the forms of pension provision and the economic conditions of a particular period of public life, limiting the size and types of pension provision by limits of budget funds. The monograph contributes to a deeper understanding of the essence of Soviet pension legislation, on the basis of which a modern system of legal regulation of pension provision has been formed.
