The book is devoted to a comprehensive study of the processes of the Institute of Elections and the Formation of the Party System in post-communist Russia. On the basis of world experience, the general patterns of development, the system relationship between electoral and party systems are revealed. Described the development of elections and parties in Russia in the 1990-2000s and shown. How ignoring system relationships led to the fact that in Russia there are currently there is neither an effective electoral or genuine party system. At the end of the book, the results of the twenty-year development of electoral and party systems are summarized and institutional measures are proposed to overcome the deadlock in which they found themselves
