Continuing the historiosophical tradition of Tolstoy, the author insists: the world order is determined not by the will of the "leaders", but to the “complex and contradictory interaction of various social forces”. Moreover, the role of those in power is reduced only to a belated response to the situation that was objectively formed in the country and in the world.
