At the right moment, Russia did not have the right “human material”: there were more destroyers than builders.
Under these conditions, the planned and partially carried out by P. A. Stolypin and his like -minded people is truly grandiose. Interrupted by his death and the reform that began soon by the world war could really save the empire. Stolypin was absolutely right: without peasant reform, it was impossible to reform Russia. He did not have enough life for this. Russia did not have a few peaceful years to get out of the crisis. The way out was visible - and the country was moving towards him.
