Prince Sergey Dmitrievich Urusov (1862-1937) - a prominent public and politician of the Russian Empire of the late XIX - early XX century. He served as Chairman in the Kaluga Land, Tambov Vice-Governor, headed by the printing houses of Moscow, held the post of Tver Governor. Subsequently, he entered the government of S.Yu. Witte was a deputy of the State Duma of the first convocation. "Notes" Prince Urusova belong to 1903-1904, when on the recommendation of V.K. Plevie - shortly after Chisinau Pogroma - he was appointed Governor to Bessarabia. Having stayed at this post a year and a half, Liberal Urusov gained the glory of the "Santimental Yudphila". Published in 1907, his memories were widely known, however, there were dissatisfaction with the ruling circles, as a result of which the author was arrested and conducted in the conclusion for four months
