The presented collective monograph considers currently relevant issues of open access, open archives of scientific, technical and socially significant information and the transition to open science. Particular attention is paid to the current state and prospects for the development of open access to information, knowledge and scientific communications system. Examples of practical application to library practice are given on the example of the State Public Scientific and Technical Library of Russia.
