The monograph outs the influence of the natural environment and its natural-climatic conditions on human life and socio-economic systems, which consider the regions, the territories of Eastern Europe. Climatic factors (PKF) characterizing the natural environment of Eastern Europe (Russia and Ukraine) and Western (England and France) are considered. Eastern Europe is located in the negative PKF zone close to critical.
The influence of the PCF on the life of the state and a person is systematically outlined: mentality, systemic thinking, human health, ensuring the safety of vital functions, developmental development, agricultural production, housing and communal services, construction, industry, information security, parishment of PKF, influence PCF for the development of science and education. Trends in climate change at the global and regional levels are also presented.
Assessments of the influence of the PKF on the economy of the state, regions, recommendations on the adaptation of the economy to the PKF, the relationship of information security and information about the PCF, information technologies for evaluating the sustainability of the development and investment attractiveness of territories, the conceptual foundations of the state anti-crisis management of socio-economic systems are presented.
