Yves Jengra - Professor of the University of Quebec in Montreal, one of the founders and scientific director of the Canadian Observatory of Sciences and Technologies. Its position: despite the obvious analytical value of science of science in the context of rapid growth and differentiation of scientific areas, attempts to apply it to assessing the effectiveness of individual scientific institutions at short time intervals almost inevitably lead to manipulating by leakometric indicators aimed at artificial overestimation of positions in ratings. The main text of the book is complemented by the new article by Jungra with a similar theme and an essay written in co -authorship with Olesya Kirchik and Vincent Larivier, the level of noticeability of Soviet and Russian scientific publications in the international citation index of Web of Science. The publication will be interested in both scientific administrators and scientists who are in a situation of reform of the system of assessing scientific effectiveness
