The monograph is devoted to the definition of the place of municipal law in the system of public regulation of public relations. The paper analyzes the public regulation of public relations in the system of local self-government, the system of norms are revealed by which this regulation is carried out. All aspects of the relationship of the municipal and legal regulation and public wrong regulation of relations in the field of local self-government are investigated, the ability of traditions, customs and customers to act as independent regulators of public relations at the local level.
