The monograph is a comprehensive study of theoretical and practical problems of monetary policy and the development of the monetary system of Russia in the context of globalization of the global economy.
The author showed that the dependence of the Russian monetary system from the outside world in recent years is increasing. After the cancellation of currency restrictions and joining the WTO, the Banking Sector of Russia will have to survive in the conditions of severe competition. Therefore, the state should move from the position of the observer and the warder in the banking sector to the policy of active creation of the system of banking mediation institutions capable of ensuring effective transformation of funds in loans and investments. A special place in the book is the analysis of the regional concentration of bank loans and customer funds of banks, differentiation of interest rates by region.
The author revealed the mechanism of centralized interregional redistribution of bank loans to the real sector of the Russian economy. They substantiated proposals for the use of budget funds and gold reserves for the provision of loans to the state to replace their external debt in order to reduce the "petrodollar" emission, reducing the refinancing rate to the level of the predicted basic consumer price index, reducing the imposed costs of banks.
