Boris Lvovich Vannikov was the People's Commissar of Armaments of the USSR from 1939 to 1941, and from 1942 to 1946 he was the People's Commissar of Ammunition of the USSR. Vladimir Nikolaevich Novikov was the Deputy People's Commissar of Armaments of the USSR from 1941 to 1948. In their memoirs, they tell how the Soviet Union managed to reach the level of Germany in the production of main types of weapons as early as 1943, despite the fact that all of Europe was working against it. By 1944, the Soviet army had surpassed the German army in both quantity and quality of armaments. It should be added that after the war, Vannikov became one of the main organizers of the Soviet atomic program, which allowed for the creation of nuclear weapons in record time.
