The independent psychiatric association of Russia (NPAR) was created in 1989 at the peak of perestroika. The program of its scientific and practical activities includes the formulation and solution of the most pressing professional problems (including criteria of the psychotic level of affective and paranoid syndromes and the delimitation of borderline mental states, reactions and diseases, the prerequisite for ensuring the scientific validity and objectivity of psychiatric examination, etc. ) The activities of the association played a large role in the departure from “punitive psychiatry” and the adoption of the Law of the Russian Federation “On Psychiatric Assistance and Guarantees of the Rights of Citizens in Provision” (1993)
