MDS 13-1.99 Instructions on the composition, procedure for development, coordination and approval of design-budget

This instruction establishes the composition, the procedure for the development, coordination and approval of design and estimate documentation for the overhaul of residential buildings.
Instructions are developed on the basis of legislative and regulatory acts of the Russian Federation, taking into account the experience and specifics of the design of the overhaul of residential buildings.
The instruction is valid in the territory of the Russian Federation and is intended for use by customers-developers (investors) and project organizations (firms), government bodies and supervision, general contracting organizations (firms, enterprises, associations), other legal entities and individuals ( Including foreign), called participants in the investment process.
The provisions of this instruction are distributed to organizations carrying out the overhaul of residential buildings, regardless of their departmental affiliation and forms of ownership.
The instructions define an approximate composition of design and estimate documentation for the overhaul of residential buildings and its content was disclosed.
Instructions contain basic requirements for the design of the overhaul of a residential building, as well as general methodological provisions to determine the cost of capital repairs of a residential building at all stages of development of pre-project and project documentation, drawing up estimated calculations (estimates).
This document takes into account the requirements and provisions of legal and regulatory and methodological documents as of August 1, 1999.
