The monograph is dedicated to the practically unstudied but widely spread phenomenon of manipulating legal goals and means in the process of legal regulation of public relations. The nature, essence, types, technologies, and results of this type of manipulation are explored, which, despite a number of inherent negative characteristics and consequences significantly reducing the quality of the legal life of society, is considered through the prism of socially conditioned and legitimate behavior of the participants in legal relationships. Special attention is paid to the mechanisms of counteracting manipulation of goals and means in legal regulation. The legislation is provided as of February 15, 2023.
