In this work, the historical evolution of various forms of power is considered. Of all the forms of power in society, the most significant is the one that can be called strong -willed. Its essence lies in the presence of imperious will, which determines, determines the subject will, and thereby - the actions of the carriers of these will. The most important form of volitional power on the scale of society is the power that can be called social will: the power will is the will of the whole society as a whole, that is, all its members combined, and by subject will - the will of the same members of society, but only taken separately . The most striking forms of this kind of social will are, firstly, a taboo (system of hard prohibitions, taboos), and, secondly, primitive morality. Subsequently, along with morality, step by step began to arise another way to regulate relations between people, which is called primitive ordinary law
