The basis of the collection was the analytical materials prepared during the study "Creating a current model of information service of various groups of the population by means of municipal libraries and the provision of methodological assistance to local authorities and libraries in the creation of municipal information centers (2000-2001) within the framework of the Federal Target Program of the Ministry on the federations of the Federation, national and migration policy of the Russian Federation and the Ministry of Culture of the Russian Federation. The book includes describing the activities of libraries representing public interest, and library documents that can be used in the development of documentation support for the effective work of the municipal library
