The next volume of the Russian Legal Heritage series publishes the full texts of the most significant legislative acts of the first decade of the reign of Emperor Alexander I. The years from 1801 to 1811 were marked in the history of Russia with a whole series of state reforms. In particular, ministries and the State Council were established, the Senate was reformed, university reform was held, new higher educational institutions were opened, the new device was received by the Academy of Sciences. Acts that have legally formalized these transformations were published in various forms: as registered decrees, the highest manifestos, charters, institutions, provisions. All of them entered the real book. Their publication is preceded by the introductory article of Professor V.A. Tomsinova, dedicated to the main directions and features of the legislative policy of Emperor Alexander I.
