In this paper, the author considers the history of the development of legal regulation of the financial foundations of local self-government, justifies the economic prerequisites for the emergence of the financial activities of municipalities. It reveals the concept, essence and types of financial activities of municipalities, is characterized by the competence of local governments in the implementation of the financial activities of municipalities. The author analyzes the concept of budget activities of municipalities, identifies the essence of local budgets, determines their place in the budget system of the Russian Federation. Special attention by the author is given to legal regulation of the organization and the implementation of the budgetary procedural activities of municipalities.
The work is widely used by regulatory legal acts governing the financial activities of municipalities, as well as the judicial and arbitration practice of consideration of cases arising in this field of public life.
