The textbook is prepared in accordance with the curriculum and work program of the academic discipline (module) "Legal Foundations of the State Service of the Russian Federation" of the Kutafin Moscow State Law University as part of the bachelor's program in the field of study 40.03.01 "Jurisprudence". The textbook covers the legal foundations, principles of construction, and functioning of the system of the state service of the Russian Federation. It characterizes the peculiarities of legal regulation of individual types of state service. The content of the administrative-legal status of a civil servant is disclosed. Attention is paid to the general conditions of passing the state service, including methods of entering the state service, the procedure for conducting attestation and competitive procedures for civil servants, the application of incentives and legal liability to them. Professional and ethical issues of passing the state service are also addressed. Legislation is used as of August 1, 2021. This textbook will be useful for bachelors and other students, postgraduates, teachers of law universities and faculties, state and municipal officials, as well as all those interested in issues of legal regulation of the state service.
