Law: forecasts and risks. Monograph

The concept of this monograph is the right as an active tool and an object of forecasting. As the result of legal forecasting, a leading legal impact is considered, aimed at increasing the efficiency and sustainability of social, economic and political development. The study opens up the scope to use new methods of legal design and overcoming the usual view of the right as a means of passive consolidation of a certain state of society and the state. The monograph provides an analysis of the nature and mechanism of forecasting, legal regulation of forecast activity within the country and at the international level, the theory of legal risks and methods for their diagnosis at the stages of law -making and law enforcement. Means of legal regulation of risk situations and their prevention are proposed. Risk management mechanisms and compensation for damage due to the occurrence of unforeseen circumstances are substantiated. Normative and analytical materials are generalized, recommendations are given to optimize law enforcement processes.
