The Law of the Russian Federation on an amendment to the Constitution of the Russian Federation dated March 14, 2020 No. 1-FKZ “On the improvement of the regulation of individual issues of the organization and functioning of public authorities” has a special status in the system of legislation. It serves as a form of legal consolidation of amendments to the Constitution of Russia, the basis for making changes to it, legal confirmation of the legitimacy of the updated text of the country"s basic law. Unlike similar laws of 2008 and 2014. It reflects the largest constitutional transformations in Russia since the adoption of the Constitution of the Russian Federation on December 12, 1993, contains not only constitutional novels, but also the provisions that have previously unknown to Russian constitutional practice, institutions and procedures that ensure the entry into force of new constitutional norms. Its provisions are a guideline for further updating of Russian legislation and the legal system
in general.
The appointment of a comment is to make the goals most accessible and understandable for the widest audience and the content of constitutional modernization, the concrete historical meaning of amendments to the basic law of Russia, their determination of the national interests and trends of global constitutional development.
Commentary on the law on the amendment - thematic, it is built in accordance with the main target blocks of commented norms. Such a structure, according to the authors, allows, in a more convenient format for the reader, to reveal the will of the constitutional legislator, as well as the essence of the provisions of the amendment law that are not subject to inclusion in the text of the Constitution and have a direct action.
The publication was prepared by the co -chairs of the working group for the preparation of proposals on amendments to the Constitution of the Russian Federation, who directly participated in the design of this law and its discussions in the scientific community, representatives of civil society institutions, foreign experts, as well as in the chambers of the Russian parliament and in legislative (representative) bodies of the constituent entities of the Russian Federation.
