The European Commission for Democracy through Law (the Venice Commission of the Council of Europe) has existed for almost 30 years, and one of its priority tasks is to assist various states of the world in the modernization of their legal systems in accordance with international standards in the field of democratic development, human rights and the rule of law . The most important means that allows the commission to solve a wide range of legal problems is the interpretation of international, regional and national law, although such functions in its constituent documents are not provided. The interpretative activity of the commission needs not only popularization, but also scientific understanding, which predetermined the subject and purpose of this book. The structure of the work includes sections dedicated to the history of the formation of the Venice Commission, its modern status, the analysis of forms of interpretation.
