The monograph is devoted to the theoretical and legal foundations of justice in cases of administrative offenses. It highlights doctrinal approaches to determining justice in the works of outstanding Russian scientists published in the pre -revolutionary period, as well as issues related to the definition of this concept in the legal science of the Soviet period. The basic aspects of justice in modern Russia and the problems of its law enforcement in the context of the relationship with the concepts of "judicial power" and "judicial control" were disclosed. The essential characteristics of justice as a specific type of state activity are given, the main signs of justice are distinguished, distinguishing it, on the one hand, from other types of state activity, and on the other, from other types of judicial activity. From the standpoint of the latest Russian legislation and the latest achievements in the study of general issues of administrative jurisdiction, the concept of "administrative jurisdiction" was considered and its ratio with categories "Justice in Administrative Offenses" Affairs and Administrative-Service Jurisdiction was revealed.
In the continuation of the discussion, which became especially acute after the adoption and entry into force of the CAS of the Russian Federation, the problem of the correlation of the concepts "administrative proceedings" and "proceedings on administrative offenses" are affected in the work. Certain attention is paid to the tasks and functions of justice in cases of administrative offenses and their specifics are shown in comparison with the tasks and functions of justice in other cases. The features of justice in cases of administrative offenses are analyzed and the procedural form of its implementation is determined.
For teachers, graduate students and students of law universities studying issues related to the departure of justice and the implementation of the judiciary in administrative legal relations.
