In the focus of copyright, the state-confessional relations of the beginning of the last century are the invaluable experience in managing the religious diversity and the implementation of large-scale religious reform, aimed at the implementation of freedom of religion, and then freedom of conscience. The study concerns the modernization of the faith management system during the first Russian revolution and in the period 1907–1917. Attracting the extensive complex of sources, the author characterizes the content and course of religious reform, a position on the issue of religious freedom of government and representative institutions, interested church and public circles. The impact of reform on the practice of law enforcement, expressed in the assumption of transitions to beonless and foreign confessions, in the legitimization of religious life of the Old Believer and sectarian communities, and reducing the possibilities of monitoring the Russian bureaucracy over the religious life of the non -Orthodox population of the Russian Empire, is analyzed
