Konstantin Fedorovich Khartulary (1841-1908) - a well -known Russian lawyer, lawyer, publicist and philosopher. He served in the Ministry of Justice, was a member of the St. Petersburg Council of Jurisdictions. Since 1867 he was the director of the Committee of the Society of Prisons. For several years he was a vowel of the City Duma, consisted of honorary metropolitan justice of the peace. Hartulary is one of the brightest domestic lawyers.
