Konstantin Fedorovich Khartulary (1841-1908) - a well -known Russian lawyer, lawyer, publicist and philosopher. He served in the Ministry of Justice, was a member of the St. Petersburg Council of Jurisdictions. Since 1867 he was the director of the Committee of the Society of Prisons.
