The monographs consider and solve modern problems of interaction between local governments with state authorities in the field of housing and communal services, which are primarily in the absence of conditions for the implementation by local governments of their powers.
The proposals contained in monographs can be used by practical employees of public authorities who carry out their activities in the field of legal exercise of the powers of local governments, research organizations and educational institutions, as well as in teaching the cycle of legal and economic sciences.
The goal of the monograph is to determine the new vector of reforming the housing sector. The creation of a qualitative theoretical base in the field of regulation of housing and communal services will solve the problems of the formation of a social state in Russia, increase the stability of the state system, and give transparency of the policy in the field of privatization of resource-supplying enterprises.
The legislation is given as of September 2014.
