The monograph is devoted to a comprehensive study of the concept of international "soft law", its place and features of action and implementation in the legal system of the Russian Federation. The prerequisites for the functioning and patterns of the use of international "soft law", a relationship with universally recognized principles and norms of international law, and international treaties of the Russian Federation were identified. The practice of accounting for international "soft law" by federal and regional authorities, local authorities, citizens and associations has been studied and analyzed. Particular attention is paid to the impact of advisory acts of "soft law" on legislation, judicial activity, on the implementation and application of international law. On the basis of domestic and foreign experience, proposals were formulated to improve the practice of appeal to international non -legal acts.
