The monograph is devoted to the activities of the unique department in the history of the State Administration of the Russian Empire - the police Ministry, which existed in parallel with the Ministry of the Interior from 1811 to 1819. The great statesman, reformer M. Speransky, stood the origins of its creation.
For the first time in historical research on the creation of the Ministry of Police and the role of the police itself in society and the state, based on archival sources, the draft of a large statesman, the associate of Speransky - M. A. Balugyansky, is examined in detail.
The role of the department is shown in this difficult period of Russian history, including during the Patriotic War of 1812 and the subsequent foreign campaign of the Russian army. The organizational structure, goals and functions of the Ministry of Police are reflected. The state activities of the heads of the department are briefly represented - A. D. Balashov and S.K. Vyazmitinov
