The evolution of the legal status of the islands of the Spitsbergen archipelago from the agreement 1s71-1872 is considered. In the form of exchange notes of Russia and the union of Sweden-Norwegia before the Treaty on Spitsbergen 1920, taking into account the contradictory interpretations of the articles of this agreement, especially those. which determine the legal regime of activity in sea areas adjacent to the islands. Particular attention is paid to various legal qualifications of the regime of such naval regions by Norway, on the one hand, and Great Britain and some other Western states - participants in the 1920 agreement - on the other. Doctrinal assessments of this regime are given after the entry into force of the Russian-Norwegian Treaty on the Delimitation of Marine Spaces and Cooperation of 2010
