The monograph is devoted to the legal mechanism of implementation and the social consequences of the application of amnesty. The study allows you to really assess the effectiveness of the use of amnesty, as well as determine the directions of its improvement. Formulated conclusions and proposals complement and develop theoretical and legal knowledge in the study area. The author"s classification of amnesties has been developed, which can predetermine the conduct of individual studies for each of the species. The concept of “relapse of amnestied persons” was formulated, signs of an amnesty act were established, the priority of the foam (criminal-executive) component in the personality characterization of a potentially amnesty person is substantiated. Separate ways to improve the mechanism for the implementation of the amnesty in the Russian Federation are identified, taking into account the experience of foreign countries and modern achievements of criminal law, criminology and criminal executive law.
