The monograph is devoted to the practical implementation of suffrage by certain categories of citizens. The active electoral law of a citizen is one of the most important subjective constitutional rights, ensuring the free participation of a citizen in the broad sense - in the elections, in the narrow sense - in the vote. Therefore, if the state seeks to be legal, then it should guarantee the actual implementation of active suffrage to each citizen of the Russian Federation. That is why the constitutional law of citizens of the Russian Federation to “elect” corresponds to the state’s obligation to create the necessary regulatory legal, organizational and other conditions that ensure the mechanisms of the exercise of this right, eliminating the obstacles of its improper exercise, as well as protecting the right from all kinds of violations.
The allocation of certain categories of voters, the provision of a special legal status to them, which gives them additional rights in the implementation of active suffrage, is a necessary and progressive trend in the development of the electoral system.
