For the first time in the Russian scientific literature, the monograph was subjected to systemic analysis: about 90 contractual letters with arbitration reservations concluded in the XIV-XVI centuries by Russian princes, 5 arbitration records of the XVI-XVII centuries, more than 240 normative acts regulating arbitration proceedings in Russia in the XVII-beginning XX century, as well as 96 decisions of arbitration courts, the government of the Senate and the State Council on the issues of arbitration proceedings of the XVI-early XX centuries. In addition, more than 60 regulatory acts have been studied, providing for the permissibility of the creation of exchange arbitration commissions (specialized arbitration courts) to resolve the disputes arising in the process, and more than 20 international regulations concluded or ratified by Russia, fixed the process of forming international arbitrations and the permit procedure in the permit in them of interstate disputes.
The monograph analyzes a fairly wide range of issues related to the creation and activities of arbitration courts in our country. In particular, an author"s vision of the periodization of the history of their formation is proposed, and their development is also considered in Russia in the XIV - beginning of the XX century.
In addition, a deep study of the problems of the terminological designation was carried out at the legislative level of arbitration judges, types of arbitration courts and their jurisdiction, requirements for the candidacy of the arbitration judge and the procedure for the formation of the arbitration court, as well as the specifics of arbitration courts and proceedings in them on national outskirts Russian Empire.
A separate head of the monograph is devoted to the genesis and evolution of forms of interaction between state and arbitration courts.
