The textbook was prepared in accordance with the curriculum and the work program of the discipline "Administrative process" of the Moscow State Law University named after O. E. Kutafin (Moscow State University) The authors consider the foundations of administrative and procedural activities, the concept and features of the administrative process, the subject and method of administrative-procedural law, the mechanism of administrative-procedural regulation, the concept and essence of administrative management procedures, the stage of administrative and procedural process, reveal the content of specific procedures: the preparation and adoption of legal acts of management, registration and licensing and permissive, technical and legal regulation, control and supervisory. The textbook shows the essence of administrative-legal production, the concept and types of specific administrative-legal proceedings, such as complaints, disciplinary proceedings, proceedings on administrative offenses, and enforcement proceedings.
The textbook completes the general characteristics of administrative proceedings as an independent type of administrative process.
